Over the past several years, Florida has made efforts to move toward a decision-making process that is based on student needs — a change that has required system-level planning and problem-solving. To support teams in identifying goals and problems — and self-analyzing to resolve issues — the State drew from research-based problem-solving models and established this eight-step framework. Much of the process involves brainstorming potential barriers to agreed-upon goals and devising strategies to eliminate or mitigate priority barriers.
