This rubric was developed in the early stages of the creation of New Jersey's Regional Achievement Centers (RACs) as a needs assessment tool for Priority and Focus schools based on Federal turnaround principles. Some Focus schools that have demonstrated notable progress since intervention started completing the Quality School Review (QSR) independently and submitting to the Regional Achievement Center (RAC) team for review, after which they meet to discuss and begin developing subsequent sections of the School Improvement Plan. In some Priority schools, the RAC teams are heavily involved in the QSR process, holding long meetings with school leadership teams to examine data and negotiate ratings.
