Florida began with the belief that performance management — and in particular problem-solving — is fundamental in successful turnaround efforts. As a result, the State made its Theory of Action and Eight-Step Planning and Problem-Solving Process the centerpieces of its SIG application. It also offered a two-day SIG application training, which not only helped districts better understand the SIG application process, but also gave them the tools to put the Eight-Step Problem-Solving Process into practice in their districts. This presentation was part of that training and could be adapted by other States that wish to develop similar training.
