MACC@WestEd State Showcase Series: Maryland – Building on Authentic Stakeholder Support in the Transition to ESSA RCC

Since the beginning of 2013, MACC@WestEd has assisted the Maryland State Department of Education (MSDE) to reform its Teacher Principal Evaluation (TPE) system for better accountability and instructional results. Stakeholder engagement has been an integral part of the state’s efforts and critical to the successful implementation of this initiative.

Now, the passage of the Every Student Succeeds Act (ESSA) signals a major shift in educational policy, practice, and relationships. During such transitional and potentially turbulent times, the value of stakeholder support and maintenance is critical to ensuring stability through common messaging, shared commitments, and consensus actions. The art of building and maintaining stakeholder relationships that are mutually beneficial, effectively inclusive, and authentically executed is a complex and intense process requiring planning and sensitivities that are both immediate and projective.

In this webinar, David Volrath, the Planning and Development Officer at MSDE, demonstrates how Maryland has effectively built and sustained a powerful and purposeful stakeholder relationship with its Superintendents, Principals, and Teachers and how this relationship is positioning the state for the transition to ESSA.
